nem Awarded Timor-Leste Supervision Contract 


The Government of Timor-Leste, through the Ministry of Transport and Communications (MTC), has awarded the contract for the Supervision Consultant to Supervise Design & Build contract for Cable Landing Station for the Timor-Leste South Submarine Cable, to nem Australasia Pty Ltd (nem). The signing ceremony on 7 February 2024, was attended by Mr Noel Scully, Director of nem, together with representatives from the Ministry of Finance, Ministry of Transport and Communication, and Ministry of Planning & Investment representing the Timor-Leste government (collectively referred to as GTI or the Interministerial Technical Working Group). 

This is a vitally important infrastructure for the people of Timor-Leste and represents the first fibre-optic submarine cable implementation for the country. 

nem’s role in this project will be to supervise the design and build contracts for the construction of a modular cable landing station by DXN Australia Limited, and the associated civil works preparing the site location of the cable landing station by RMS Engineering & Construction Unip Lda. Technical and Clerk of Works support will be provided by Paul McCann of McCann Consulting International, and Adam Williams. Together with a key team of local support in Ivete de fatima Sarmento de Oliveira - Secretary, Flavio Maria De Fatima Simoes - Inspector Logistics/Materials, and Evodio Antonio Fernandes de Andrade - Inspector Site Works. 

This opportunity is another step in the journey to cement nem as a key participant in the fibre-optic submarine cable industry in the Asia-Pacific region. Established in 2001, nem is a business consulting firm that is emerging as a major supplier of quality project management support to the fibre-optic submarine cable and related industries.

nem has been appointed to similar roles in eight projects with four completed and four currently underway. “This is a positive step for the nem team and is the result of a decade of hard work in a complex industry, building a strong network of industry specialists. This opportunity is particularly positive as Timor-Leste will soon have all the advantages of high speed internet available, connecting them to the world-wide web by way of a submarine cable network” stated Director Noel Scully.
